The bill was before the Senate on reconsideration. The question to be reconsidered: "Shall CS FOR SENATE BILL NO. 110(FIN) "An Act relating to regulation of the discharge of pollutants under the National Pollutant Discharge Elimination System; and providing for an effective date" pass the Senate?" The roll was taken with the following result: CSSB 110(FIN) Third Reading - On Reconsideration YEAS: 11 NAYS: 8 EXCUSED: 1 ABSENT: 0 Yeas: Cowdery, Dyson, Green, Huggins, Seekins, Stedman, Stevens B, Stevens G, Therriault, Wagoner, Wilken Nays: Davis, Ellis, Elton, French, Guess, Hoffman, Kookesh, Olson Excused: Bunde Olson changed from "Yea" to "Nay". and so, CS FOR SENATE BILL NO. 110(FIN) passed the Senate on reconsideration. 2005-04-28 Senate Journal Page 1196 Senator Gary Stevens moved for the adoption of the effective date clause. The question being: "Shall the effective date clause be adopted?" The roll was taken with the following result: CSSB 110(FIN) Effective Date Clause YEAS: 11 NAYS: 8 EXCUSED: 1 ABSENT: 0 Yeas: Cowdery, Dyson, Green, Huggins, Seekins, Stedman, Stevens B, Stevens G, Therriault, Wagoner, Wilken Nays: Davis, Ellis, Elton, French, Guess, Hoffman, Kookesh, Olson Excused: Bunde and so, the effective date clause failed and CS FOR SENATE BILL NO. 110(FIN)(efd fld) "An Act relating to regulation of the discharge of pollutants under the National Pollutant Discharge Elimination System" was referred to the Secretary for engrossment.
